🏗️ Construction & Infrastructure ⚡ Energy & Utilities Physical Infrastructure Grants & Funding

The City of Monroe City Council meeting on October 13, 2026, included two notable infrastructure-financing actions. Council approved funding for Wayne Street parking-lot improvements following a competitive bid process with eight bids; Smith & Company, Inc. submitted the low bid of $154,247.10. The work includes parking-lot, sidewalk, and lighting improvements. Council also adopted a parity bond ordinance authorizing approximately $62 million in combined utility revenue bonds to finance a utility-capacity expansion. The bonds were marketed that day, attracting about $750 million in orders and achieving an all-in yield of 5.34%; the transaction was expected to close November 10. The underlying construction bid had come in higher than anticipated and was still under engineering review, with a recommendation expected the following month.

Council adopted the Walton County Hazard Mitigation Plan for 2025–2030, which identifies projects that may qualify for FEMA/GEMA grants with 50/50 or 75/25 matching funds, and approved an update to the city’s natural-gas rebate program. Other actions included approvals of zoning requests, a development-services intergovernmental agreement and final plat for an industrial development, and an on-premise alcohol license. The 2027 comprehensive-plan update was introduced, including review of capital projects and funding sources, but no action was required on the kickoff presentation.
