The City of Green Bay Protection & Policy Committee met on October 12, 2026. The committee recommended approval of Jamie Angel’s appeal of the denial of an operator’s license, citing the applicant’s prior felony conviction and inaccurate answers on the application; the appeal is scheduled to go before the Common Council. The committee also recommended approval of General Ordinance 24-26, creating Municipal Code section 8-277 on vacant commercial properties. Members discussed a registration and escalating-fee approach for long-term vacant commercial buildings, exemptions for owners making good-faith efforts to sell, lease, or restore properties, and the city’s complaint-driven enforcement capacity. The ordinance recommendation passed with one opposing vote; a Realtors Association representative spoke against it, citing concerns about property rights and effects on the city’s commercial market.
The committee approved a repeal and recreation of Chapter 4 on alcoholic beverages to update and clarify the code, including alignment with state changes; discussion clarified that a surveillance-camera requirement would not be added as a general code requirement. The police department reported no liquor-law or massage-establishment violations, referrals, or citations during September 23–October 8, 2026. No contracts, vendor selections, purchasing actions, or other procurement activity were identified.
