🏗️ Construction & Infrastructure 🏥 Healthcare Physical Infrastructure Grants & Funding

At the October 14, 2026 Dayton City Commission meeting, commissioners heard a presentation on Revive 35, a federally funded planning effort to re-envision US 35 through Dayton. The city selected Colliers Engineering and Design from a group of consultants based on comparable project experience and its community-engagement plan; the $2 million Federal Highway Administration grant supports planning, not construction. The project team will develop an implementation-ready plan and identify future funding sources. The commission also approved a contract award to Broomall Construction for renovations at 3975 Dayton Park Drive, a 42,000-square-foot city-owned building intended to house water department engineering and IT functions and space for specialized police units; the contract amount was unclear in the transcript. A separate Wolf Creek sanitary-liner project, phase five of an ongoing trenchless rehabilitation program, received four bids and is expected to cost about $1.5 million, with $1.2 million from an EPA grant and approximately $257,000 from the city’s sanitary capital funds.

The commission adopted emergency resolution 6962-26, authorizing a voter-approved additional one-mill property tax for building and operating a West Dayton public hospital and requesting advance payment of 2027 tax proceeds; it passed 4–0 with one abstention. Emergency resolution 6963-26, accepting a $110,510 FY2025 Assistance to Firefighters grant, passed unanimously. Other agenda items included a first reading related to property acquisition for the Smithville Road reconstruction project and passage of an ordinance amendment. Residents raised concerns about transparency in the city-manager search-firm procurement and urged progress on the hospital board and funding strategy; the mayor said the search firm’s contract was being finalized. No vote on that contract was reported.
