Penobscot County commissioners’ 2027 budget workshop on October 14, 2026, reviewed a proposed county budget increase from approximately $35 million to $43 million (about $8.2 million), with a projected levy of $37,868,041. Discussions emphasized staffing, rising operating costs, depleted capital reserves, and deferred equipment and facility needs. Proposed capital and repair spending included approximately $300,000 for county building repairs; $60,000 for PRCC communications equipment and a separate request to rebuild dispatch-console reserves; $118,000 in IT capital requests for equipment refreshes, mobile data terminals, and future server replacement; $42,000 for DA vehicle, computer, and furniture reserves; and $94,000 in EMA capital requests after correcting an amount in the presentation. Commissioners asked departments to revisit or phase some capital requests amid concern about the overall budget increase. The facilities budget and repair figures were also slated for further review.

Other procurement and revenue items included completion of the HRIS implementation, added costs for the DA’s NICE evidence-discovery system, and PRCC contracts and operating costs for services including RapidSOS and Amazon Web Services. PRCC reported a five-year tower lease agreement expected to bring in $9,000 in its first year, with 2.5% annual increases, while noting the end of an Aroostook County agreement and its lost revenue. EMA proposed a grant-manager position estimated at $90,000 to pursue emergency-response grants. The commissioners discussed potential jail-facility design work estimated at about $840,000 after a November referendum, but made no design award decision. The clearly recorded vote was approval of the deeds budget recommendation, with two votes in favor and one commissioner absent; other budget items were generally left for further discussion, with another workshop planned.
