The City of Eau Claire Plan Commission met on June 2, 2025. It approved the May 19 minutes 9–0 and discussed the proposed 2026–2030 Capital Improvement Plan (CIP), a five-year program described as totaling roughly $200 million. Projects include water, sewer and stormwater system upgrades and expansions; street, sidewalk and bridge work; downtown parking; transit planning; and improvements associated with tax increment districts. The presentation also covered a renewable energy action plan, park planning, and housing initiatives. Specific figures discussed included $50,000 for a water-supply treatment and evaluation update, an estimated $18 million to demolish and replace the Gibson parking ramp with a smaller structure, and about $15 million to build a new fire station comparable to a recent facility. A proposed rail-crossing safety project remains dependent on federal grant guidance.

After commissioners raised questions—including a request for more detail on the approximately $24 million wastewater headworks and disinfection rehabilitation project—the commission voted 8–1 to recommend the CIP; staff said it could provide additional project information and convey commissioners’ concerns to the City Council. The transcript identifies no contract awards, vendor selections, or bid approvals. The remainder of the meeting was training and discussion on open-meetings law, commission procedures, affordable housing and planning responsibilities, followed by an announcement of upcoming zoning-code open houses.
