Plan Commission 2/3/2025

The City of Eau Claire Plan Commission met on February 3, 2025, and approved its consent agenda, including prior minutes, two plat items, and a right-of-way dedication. It recommended approval of a rezoning and site plan for Keyhole Capital and Cedar Corporation’s five-building, 305-unit apartment development; 75 units are designated for households at 60% and 80% of county median income. The project is expected to build out in phases from spring 2025 through summer 2027 and is connected to Tax Increment Financing District 17 infrastructure work. The commission also approved a Crew Car Wash site-plan amendment allowing a 40-foot driveway, subject to a revised landscaping plan, and approved a warehouse-complex site plan at 3136 Lewis Avenue, subject to staff conditions. The multifamily recommendation passed with Commissioner Davis abstaining; the other two site-plan items passed unanimously.

Infrastructure discussion included a city-identified $6 million budget for a potential vehicular overpass across I-94, including a multi-use path, and plans to pursue design work and use TIF funds for future Old Town Hall Road upgrades; construction there is not expected before 2027. No bids, contracts, or vendor awards were considered. The commission also received a preview of upcoming zoning-code review work, with a possible dedicated meeting in June.
