🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

The City of Eau Claire Housing Opportunities Commission (HAWK) meeting on August 12, 2026, focused on the Flexible Housing Fund and housing-development education. The commission approved a motion to allocate $785,000 for the fund, which supports affordable housing projects; staff will use the amount in the upcoming RFP. The commission discussed releasing the RFP with a target deadline around November 1, providing education sessions in early September, and conducting outreach to developers and housing nonprofits. Proposals will be scored and brought to HAWK for review and a recommendation to City Council, which will make the final funding decision. Staff also reported that $750,000 for the 2027 Capital Improvement Program had been approved. No contract or vendor award was made.

The commission also discussed a first-time homebuyer education event, neighborhood improvement districts and their potential use for housing repairs or infrastructure, and possible development-cost effects of zoning and tree-preservation requirements. These were discussion items; no related spending or procurement action was taken.
