Plan Commission 11/3/2025

The City of Eau Claire Plan Commission meeting on November 3, 2025, approved its consent agenda, including final plats for three developments, by an 8–0 vote. The main public hearing concerned rezoning and a site-plan amendment for a proposed commercial building at 10 West Madison Street, intended for a Dunkin’/Baskin-Robbins. Commissioners raised concerns about the incomplete traffic impact analysis, site access and queuing, stormwater management, and whether the building design and orientation fit the downtown and waterfront goals in the comprehensive plan. On a 7–1 vote, the commission postponed its recommendation until December 1 to allow time for the traffic study and possible plan revisions. No contract award or spending approval was identified.

In discussion of the 2026 work plan, staff described a forthcoming comprehensive-plan project and the need to select a consultant, with public and stakeholder engagement anticipated. The commission also discussed a later cleanup package for the recently adopted land development ordinance. No consultant selection, solicitation, or budget allocation was approved at this meeting.
