The Eau Claire City Council meeting on August 12, 2025, approved second-quarter operating and capital budget amendments. Key capital reallocations included $400,000 for 2025 parking capital improvement projects, funded from parking fund balance; shifting $250,000 from the LBE playground replacement project to the Owen Park band shell; and redirecting Carson Park historic grandstand funding, including $1.6 million in borrowing and $400,000 in grants, to the Carson Park Historic Ballpark project. Water capital funds were also transferred to cover a higher-than-expected bid for a water system evaluation and to support large water-meter replacements. The budget amendments passed unanimously. Council also unanimously approved an annual $76,200 invoice to Eau Claire County for the city’s care of veterans’ graves. No vendor selection or contract award was identified.

The council took up a comprehensive-plan and land-development ordinance, including reconsideration and debate over zoning in the Randall Park neighborhood; it also approved several traffic-safety and accessible-parking ordinances. In a subsequent budget work session, staff described a budget deficit and discussed possible measures including a vehicle registration fee increase, paid parking, shifting road maintenance costs to capital borrowing, and department reductions. These were options for further consideration, not final spending or procurement approvals. The city expected to deliver its budget on September 29.
