The Eau Claire City Council held a public discussion on the proposed 2026–2030 Capital Improvement Plan (CIP) on June 23, 2025. Staff outlined three proposed amendments, with no votes taken; the council was scheduled to consider adoption the following evening. The five-year plan totals about $265 million, including $48 million in proposed 2026 investment and major projects such as a fire station and training center and an overpass. One amendment would redirect $100,000 currently allocated annually for chemical treatment of curly-leaf pondweed at Half Moon Lake toward tree planting and community biodiversity projects. Staff estimated mechanical harvesting could require about $50,000 in added annual operating costs for labor and equipment, and noted that a replacement weed harvester is not in the current five-year CIP. Another amendment would switch the timing of Owen Park playground and band shell work while keeping the CIP budget neutral; staff also described a possible alternative site for playground equipment at Mount Simon. A third would broaden the published scope of a $1 million RDA land-acquisition allocation to allow affordable-housing projects, including manufactured homes and other redevelopment options.

Public commenters supported the proposed environmental and affordable-housing initiatives. Other speakers raised safety, lighting, noise, and access-control concerns at the Galloway parking ramp; a resident suggested RCU might be willing to operate the ramp privately, but no action was taken. The North Barstow Business Improvement District chair previewed a revised operating plan expected to come before the council, which includes hiring a service provider. No contract awards or procurement approvals were made at this meeting.
