The Eau Claire City Council held a public discussion on the proposed 2026–2030 Capital Improvement Plan (CIP) on June 23, 2025. The plan represents about $265 million in investment over five years, including approximately $48 million in 2026. Council heard proposed amendments but took no votes; the amendments were scheduled for consideration at the following day’s legislative session. One proposal would redirect the $100,000 annual Half Moon Lake chemical-treatment allocation to tree planting and community biodiversity projects. Staff cautioned that mechanical harvesting could require roughly $50,000 in added seasonal labor and equipment costs, and noted that the aging harvester has no replacement currently in the five-year CIP.

Other proposed CIP changes would swap the timing of Owen Park playground and band shell projects to allow more time for playground fundraising; staff also discussed potentially using previously selected playground equipment at Mount Simon, with estate funds, if community discussions proceed. A further amendment would broaden the stated scope of a $1 million RDA land-acquisition allocation to include affordable housing, with potential approaches including manufactured housing and redevelopment. Public commenters also raised safety, lighting, and access concerns at the Galloway parking ramp; possible gates and a private operating arrangement were discussed, but no action was taken. The North Barstow BID chair previewed an updated operating plan, including a plan to hire a service provider, for a future council consideration. No contract award or procurement approval occurred at this meeting.
