The Eau Claire City Council meeting on Tuesday, November 11, 2025, approved several agreements and infrastructure-related items. Unanimously approved was a contract with Visit Eau Claire that provides for city-directed returns of $65,000 in 2026 and 2027 and $150,000 in 2028, maintains support for the Chippewa Valley Museum ($165,000) and Pablo Center ($225,000), and addresses repayment of funds the city advanced for solar construction. The council also approved subdivision infrastructure agreements with Black Creek Builders LLC for Sherman Creek Landing and CDPG Developers LLC for Creekside. For Sherman Creek Landing, sidewalk construction will be deferred to a planned city capital project, with all related costs charged back to the developer; Creekside includes phased street, utility, and trail improvements. The council approved assignment of the Sky Park Landfill solar lease from Pristine Sun Wisconsin LLC to Lakeshore Solar Sky Park Eau Claire LLC.

The council adopted a five-year public transit development plan and approved the 2026 budget package and funding for 2026 capital projects within the 2026–2030 capital improvement plan. It also approved an increase in the local vehicle registration fee from $24 to $50; the discussion included a sunset provision for December 31, 2028, unless extended or modified by ordinance. A resolution authorizing the city to apply for a water utility rate adjustment was approved while a rate case is underway. The council also approved downtown business improvement district levies, including $178,000 for South Barstow, $16,000 for West Grand, $30,250 for Water Street, and $172,100 for North Barstow. The transcript indicates unanimous votes on the Visit Eau Claire, subdivision, solar lease, transit plan, and capital-plan items.
