The City of Eau Claire Board of Review met on October 4, 2021, to approve the 2021 assessment roll and hear property-assessment appeals. The board approved the assessment roll and approved waiver requests for commercial properties associated with Sam’s Real Estate Trust, Walmart, Shields, and Target, citing likely pending litigation and efficient use of city and judicial resources. The meeting also reviewed procedures for sworn testimony, remote participation, and waiver requests. Members voted to uphold assessments in several residential and commercial appeals, including appeals involving a Grader property, storage facilities, Menards parcels, a vacant retail property, and Yellow Transportation. The board denied or declined hearings in some cases where appellants did not meet procedural requirements or appear; it continued the RCU matter to the following morning because of reported technical difficulties.
The meeting addressed property valuations, comparable sales, income-based valuation methods, and the effects of the pandemic on hotel and retail properties. No procurement activity, contract awards, vendor selections, purchasing decisions, or budget allocations were identified.
