The Eau Claire City Council legislative session on August 25, 2026, approved resolutions authorizing the sale of three debt issues: approximately $12.645 million in general obligation promissory notes, $7.39 million in taxable general obligation promissory notes (Series 2026B), and $6.26 million in waterworks system revenue bonds (Series 2026C). The financing supports capital needs including street and sidewalk improvements, command-vehicle and bus replacements, security systems, building and IT repairs, and water-utility projects such as painting the Folsom water tower and beginning a well-replacement plan. Tax-exempt and waterworks borrowing rates were estimated at about 4.3% and 4.4%, respectively, and taxable borrowing at 5.9%. The city planned to take the issues to market and return with final sale resolutions on September 22; the votes recorded for the debt items were in favor.
The council also unanimously endorsed the Western Wisconsin Regional Outdoor Recreation Plan for urban areas, noting that endorsement does not commit the city to future spending; projects would undergo normal approval and budget processes, and the plan may help support future grant applications. A reserve Class B liquor license for a restaurant near Haymarket Plaza was approved. No specific procurement contract awards or vendor selections were identified. The council also passed a resolution urging the Wisconsin Attorney General to issue law-enforcement guidance on transporting people across jurisdictions; this was a policy request, not a procurement action.
