🏗️ Construction & Infrastructure 🚚 Transportation Physical Infrastructure Grants & Funding

The Eau Claire City Council meeting on October 14, 2025, included several infrastructure and financing decisions. The consent agenda, approved unanimously, authorized the engineering department to apply for a Transportation Alternatives Program grant for a bike and pedestrian trail planning study on the city’s north and west sides. Council also unanimously approved a municipal financial agreement for a 2027 Wisconsin Department of Transportation project to make pedestrian crossings ADA-compliant along Highways 93, 312 and 12/Claremont Avenue; the presentation said WisDOT would fund the remaining $3.1 million. Two permanent utility easements associated with the South Lowes Creek extension were approved, with staff estimating the easement route would save taxpayers about $800,000. Other unanimous approvals included public art on two utility boxes at Haymarket Plaza and a donated Eagle Scout project at Mount Simon disc golf course; no vendor contract awards were identified.

Council approved an amendment to the city’s debt policy after an amendment to retain the 3.5% self-imposed debt goal failed. The approved policy changes update debt measures and language, including provisions for issuing notes and investing borrowed funds. Council also approved the sale of approximately $17.9 million in general-obligation promissory notes and a separate taxable general-obligation note issue, with financing covering approved capital projects and refinancing existing debt. The related presentation cited street and transportation work, city buildings and equipment, fire-station planning, parks, trails and a flexible housing initiative. In a post-meeting budget work session, staff discussed the proposed $26 local vehicle registration fee increase, budget pressures and possible future service adjustments; no additional spending or procurement action was taken there.
