Waupaca County Transportation Committee meeting, September 11, 2026: Staff reviewed the Specialized Transportation program and its 2027 outlook, citing declining ridership and miles alongside rising costs, particularly mileage reimbursement, which was reported at 76 cents per mile. The county is assessing how to manage program costs within available funding, reduce duplication with other county transportation services, and maintain service as demand changes. Staff also reported receiving additional grant funding and said a further grant opportunity, estimated at about $154,000, was expected to open around September 14.
Staff described an open request for proposals (RFP) seeking providers to deliver specialized transportation, without requiring proposals to replicate the current volunteer-based model. The RFP includes program service and cost data; a provider could propose using existing volunteer drivers, with responsibility and insurance arrangements to be addressed in its proposal. Questions and answers were scheduled for publication September 23, with a public bid opening October 1 and consideration of any selection at the October 7 DHS Board meeting. The county is not obligated to accept a bid, and no award or spending decision was made at this meeting. The committee approved the July 9 minutes; no other procurement-related vote was reported.
