At the Tosa Schools Board of Education regular meeting on September 28, 2026, the board unanimously approved participation in the PMA levy and paid anticipation notes program to meet cash-flow needs. The district expects to borrow just over $24 million this year, compared with approximately $16.5 million previously, because school revenues arrive unevenly while expenses are paid throughout the year. The board also unanimously approved Upper 90 as the design-build contractor to solicit proposals for a potential solar project at six district buildings. This approval carries no current project cost or spending commitment; the district expects bid results and updated cost and savings projections around late November, after which the board would decide whether to proceed and how to fund the project. Officials said the selection was not made through a competitive bid process, noting there is no board policy requiring one, and that they had consulted other firms and reviewed relevant experience.
The board also discussed the city’s property-tax litigation chargebacks and their potential effect on district finances, along with year-end financial projections and a projected fund balance of about 17.5%. A request for 2.0 additional FTE positions—one teacher and two half-time educational assistants—was discussed, with related transfer-of-service funding expected through the revenue-limit process; the item was scheduled for later action. No other contract awards or purchasing approvals were identified.
