The Manitowoc County Board meeting on July 21, 2026 included several spending and infrastructure updates, but no major contract award or vendor selection was reported. The Land Conservation Committee approved 26 cost-share contracts and agreements totaling $141,547.48. The county had also applied for two Human Services grants totaling $160,000; awards were pending. Finance reported that a consultant, the former City of Manitowoc finance director, had been hired to help cover the vacant county finance director role, with the cost paid from vacancy savings; assistance was also being provided by the county’s CLA auditor.

Highway Committee updates included tabling a proposed RFP for airport fixed-base-operator services over concerns about county-owned facilities and equipment, and an update that the airport master plan was underway. The committee also voted to notify towns and villages that the county would not provide their winter snow removal this season, and tabled ATV/UTV highway access for further review. Public Safety heard presentations on emergency-dispatch software, including an AI-supported tool, but requested more information and took no action. The board passed resolutions creating a benefits specialist position in place of a vacant Veteran Service Officer position (23–1) and formalizing existing coroner’s-office staffing arrangements (23–1, with one abstention); the executive said funding for the latter was already included in the 2026 budget. A resolution supporting sustainable state funding for local health departments passed 21–1, with two abstentions.
