Elmbrook Schools Board of Education meeting, July 14, 2026: The board approved two resolutions, each by a 6–1 roll-call vote, to advance a capital referendum for the November 3 ballot. The measure would authorize up to $100 million in general-obligation borrowing for facility upgrades, security renovations, and additions in the district’s 20-year facilities plan. The presentation described an estimated tax impact of 11 cents per $1,000 of property value and a separate plan for about $90 million in school maintenance and updates from the operating budget over 15 years. One community speaker also raised concerns about transparency and board oversight in the district’s previously completed selection of a sole 403(b) vendor; no action on that selection was taken at this meeting.

The board discussed its 2027 employee-benefits strategy, with a vote expected next month. A pharmacy-benefit-manager RFP review recommended retaining National Cooperative, whose proposal was reported as more favorable than the alternatives reviewed. The district also plans an RFP for its third-party claims administrator, currently UMR, for a contract effective January 1, 2028. Other proposals included a direct orthopedic-care contract with Orthopedic Associates of Wisconsin, a voluntary Samaritan Fund option, and cancer screening testing; these were discussed, not approved. The strategy estimated approximately $940,000 in cost-mitigation impact, including a proposed end to coverage for GLP-1 drugs prescribed solely for weight loss. Separately, the board approved the 2027–28 school calendar and accepted district gifts totaling $46,286.68 for April and $54,655.04 for May.
