At the September 1, 2026, Racine Common Council meeting, members referred several procurement and spending matters to committees. Public Works and Services received a referral concerning the operational contract with Passport Labs Inc. to upgrade the city’s parking-meter system to an all-digital format; an amendment to contract 2023145 with AECOM for Mount Pleasant Street engineering services; and final-payment items for Berglund Construction Company’s multi-site tuckpointing work (contract 2025146) and 2025 sanitary sewer repairs (contract 2025006-2025). Finance and Personnel was assigned, among other matters, the proposed renegotiation or termination of the city’s Flock camera contract; the referral motions passed. Public comment included estimates that the 37 Flock cameras cost at least $95,000 annually, alongside calls to end the contract and support for the cameras’ public-safety uses. A presentation and related guidance or policy discussion on automated license plate readers were also referred to the Committee of the Whole.
The council discussed a proposed authorization to issue up to $22.7 million in 2026 general-obligation promissory notes for capital improvements, acquisitions, vehicles, and equipment. Officials said the amount includes $2 million for fire-station planning and design; the discussion cited roughly $5 million in interest over about 14 years and an estimated 3.72% rate. The transcript does not capture a vote on this borrowing authorization. A Downtown Business Improvement District representative presented amendments to its operating plan, including a $125,000 item and a proposed larger board, and reported that the Downtown Racine Corporation had requested termination of its contract with the BID effective at the end of September; no council action on those matters is shown. Separately, the council voted 13–1 to override the mayor’s veto of a Class B license for Dennis Grocery and Lounge, allowing the previously approved license with conditions to take effect; this was a licensing decision, not a procurement award.
