🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The City of Casper City Council work session, identified in the meeting title as October 13, 2026, focused first on the Hogadon Prospector lift replacement, targeted for construction in 2027. The project has about $1.41 million in private commitments and received unanimous state approval for a zero-interest loan; loan repayment is expected to come primarily from the Hogadon facility fee. Staff said a lift-manufacturer contract award of approximately $3.323 million, including a 5% contingency, is targeted for the November 3 council meeting, contingent on receiving pledged donations. Because the current appropriation is insufficient, a budget amendment and council pre-spending authorization will be needed before the contract can be executed. No contract award or spending authorization was made at this work session. Council also discussed, but did not budget, a possible additional city capital contribution; staff cited other capital needs and said local funds may be pursued as matching funds for future grants.

Staff presented the fifth-cent sales tax’s prior-cycle spending and resident survey results, including an estimated $64.5 million in collections for 2023–2026 and substantial historical spending on streets, drainage, public safety, and other infrastructure. Working-group recommendations would move mandated services and tenant-related costs into regular departmental budgets, use performance reporting for funded organizations, and allow discretionary community funding to be considered according to council priorities rather than fixed four-year allocations. The renewal is subject to the November 3 election; no new allocation or procurement action was approved at this session. Council also discussed proposed Title 15 building and fire code revisions, including contractor licensing, continuing education, and permit fees, but took no action on them; a later reading or continuation remained possible.
