The City of Issaquah City Council Mobility & Infrastructure Committee met on October 13, 2026, for an informational briefing on COOM 0299, the proposed centralized water treatment plant. Staff identified a city-owned parcel at 650 First Avenue NE, currently leased to the Issaquah Village RV Park, as the preferred site after evaluating alternatives. The plant would consolidate treatment of groundwater contaminants, support the potential return of well 5 to service, and reduce—but not eliminate—the city’s reliance on water purchased through Cascade Water Alliance. Staff said the project is at an early planning stage, with further design, permitting, bidding, and multi-year construction ahead; no contract award, procurement vote, or committee recommendation occurred.

Staff reported that the proposed 2027–2028 budget includes $2.184 million for the project. The anticipated funding plan may combine fund balance, ratepayer support, and borrowing; debt-service options are still under consideration, with estimated annual payments ranging from $1.4 million to $2.4 million depending on term and payment structure. The city will continue planning for the RV park’s closure and brief the full Council on a closure plan; a park representative commented on the number of monthly users who could be affected. Committee members offered preliminary support for improving water-system resilience and asked staff to continue exploring water-supply options and project timing.
