The Albany County Legislature’s Audit and Finance Committee reviewed the County Executive’s proposed 2027 budget. The proposal totals approximately $950 million, with a $105.85 million property-tax levy—up 2%—and budgeted appropriations up 5.3%. The presentation cited use of $24.9 million in general fund balance and $3.75 million from the Water Purification District fund balance. Major cost pressures include retirement contributions rising from $28.8 million to just over $31 million and healthcare costs rising from about $66 million to $70 million. The budget includes 31 additional employees and a 3% cost-of-living increase for the workforce. Officials also discussed potential federal and state cost impacts, including SNAP-related expenses, and said the proposal is intended to maintain current service levels.

Members asked about sales-tax revenue, fund-balance estimates, and capital-project financing. Officials reported that the County has avoided borrowing for new capital projects for four years and reduced outstanding debt by $211 million; the St. Rose/Pine Hills economic-development line was described as approximately $687,000. Youth Bureau funding was moved to another department line without changing the overall budget. The committee took no vote on the budget, and no contract awards, RFPs, vendor selections, or other procurement actions were identified; members were directed to submit further budget questions in writing.
