The Stormwater Management Utility Board met October 14, 2026. The board unanimously approved the agenda and August 12 meeting minutes. The main utility business was a planned restructuring of stormwater fees: staff reviewed the reasons for the change and said a proposed fee structure, alongside the current structure, would be distributed in late October for board review. A vote is planned for December, described as the final opportunity to approve the change in time for next year’s tax run. Staff encouraged members to submit questions in advance and confirmed a partner meeting is also planned before December. No fee amounts, contract awards, or procurement votes were reported.

Reports covered ongoing stormwater and water-quality work, including a town resilience analysis by a consulting firm, an ongoing resilience plan with another consultant, preparation for the Rose Due Creek comprehensive drainage study, and a nearly completed stormwater model update by McCormack Taylor. The laboratory reported continued nutrient analysis and quarterly sampling; staff said its analyzer had been acquired about a year and a half ago and that the lab hopes to expand in-house capabilities. The meeting also discussed coordination between the town and county on future stormwater design-manual amendments and progress on identifying and addressing drainage infrastructure responsibilities. No new procurement action or spending approval was identified.
