Garland County Quorum Court’s annual budget hearing, October 15, 2026, reviewed departmental budgets ahead of final budget approval in December. Officials described the proposed budget as balanced and tight, with limited capital spending. The county reported a roughly $300,000 projected shortfall in prepaid wireless 911 revenue and said it had shifted sales-tax funds back from the landfill to help cover general-fund losses. Departmental budget motions were approved during the hearing; the transcript does not establish final adoption of the annual budget or separate contract-award votes.
Procurement and capital discussions included the Southwest Trail project: the first segment’s bid was about $992,000, below the engineer’s estimate, and the county said it had received notice to proceed toward a construction award under an EDA reimbursement grant. The long-delayed safe-room project had bids around $1.1 million, compared with an original estimate of about $560,000; additional federal funding and final authorization were still pending. Budget items also included $185,000 for a detention-center body scanner, $25,000 for mobile spay-and-neuter clinics, and replacement of two server-room mini-split HVAC units after comparing three providers’ quotes; the county’s usual provider submitted the lowest price. Officials also discussed landfill truck and road-equipment needs, and noted that county purchasing staff are comparing vendor prices and seeking savings on utility costs.
