The Knoxville TPO Technical Committee met October 13, 2026. Members approved the revised TIP project cost-overrun requests for three City of Knoxville projects after a motion and second. The projects included Pleasant Ridge Road reconstruction, with the revised construction amount reported at $19.8 million and additional work to connect sidewalks to a subdivision; Sevier Avenue, whose corrected request was reported as approximately $881,470; and Middlebrook Pike ATMS, where utility-relocation challenges prompted a fiber-relocation alternative and a reported 31% increase over the original project cost. The presenter said approximately $33 million in unprogrammed funding would fall to just over $32 million after approval. The city said it would use proceeds from foreclosed developer bond money toward its 20% match for the Pleasant Ridge work. Members also conducted a first reading of proposed committee and executive-board bylaw revisions; a vote is planned for the next meeting.

An airport authority presentation described McGhee Tyson Airport’s capital expansion plans, including a terminal/concourse development program estimated at roughly $600–700 million, a new security screening checkpoint costing about $55 million in construction and approximately $70 million total, and runway and ramp improvements. The airport reported hiring Parsons for program management and identified Gresham Smith as the checkpoint designer; it also reported spending about $100,000 on screening-lane equipment. Funding sources discussed included federal Airport Improvement Program revenue, passenger and rental-car fees, grants, bonds, and state funding (reported at about $14 million annually). No airport project award or purchasing vote was taken at this meeting.
