The City of Frederick’s Legislative & Budget Town Hall on October 15, 2026, outlined the city’s upcoming FY2028 budget and state and federal advocacy priorities, guided by its Community 2030 strategic plan. The city reported a $165 million general-fund annual operating budget, a property-tax rate slightly above $0.70 per $100 of assessed value, and a newly achieved AAA bond rating that may reduce borrowing costs for capital projects. Budget planning includes operating costs and staffing for a youth center expected to open in 2027, as well as possible needs arising from a cultural strategic plan. The mayor’s proposed budget is due to the City Council by April 1; council deliberations and adoption of the budget, tax rate, and fees will follow. No procurement awards or spending votes were reported.

Discussion of capital and transportation priorities included Route 15 widening between I-270 and Route 26, a proposed multimodal bus lane on Route 40, increased MARC Brunswick Line service, trails and pedestrian infrastructure, Westside Regional Park improvements, and a community center described as funded. The city also referenced ongoing partnerships and longer-term projects, including fields and a Little League diamond, and said it took roughly 28 advocacy actions in the prior year. The city retains state and federal advocacy teams, but no contract amounts or vendor names were provided. A zoning text amendment that could allow a hyperscale data center is pending; none are currently operating in the city, and current zoning does not permit them. Residents were invited to complete an online budget-priorities survey by October 31. No motions or votes were identified.
