The City of Franklin Historic Zoning Commission met on October 12, 2026. The commission approved minutes from its September 14 meeting and a September 21 special city hall tour. No procurement, contract awards, or spending decisions were identified; the agenda focused on historic-district property applications. The commission approved wall signs at 301 Lewisburg Avenue (Building 1, Option A at 12.89 square feet; Building 2 at 21.25 square feet), front-yard fencing at 900 Fair Street, driveway and hardscape alterations at 1324 Adams Street with staff conditions and further coordination on the driveway alignment, and an 1,800-square-foot accessory structure at 1753 Players Mill Road, all with applicable conditions.

At 115 Winslow Road, the commission deferred the pool and pool-deck design to the November voting meeting for further review, while approving the window and door alterations with conditions concerning the transoms. A 34-foot small-cell pole at 516 Columbia Avenue was approved with staff conditions; staff noted that state law requires access to advanced wireless communication in public rights of way and that the pole could set a precedent for future installations in the historic overlay. The absent applicant for window replacement at 317 Main Street was deferred to the November voting meeting.
