Clackamas County Board of Commissioners Issues & Updates and policy session, October 13, 2026. Staff reviewed progress on the county’s strategic goals, including business-site availability, transportation, affordable housing, the recovery campus, and a proposed new jail. Procurement and funding items included a published RFP for a land-suitability assessment, with a contract award planned; an upcoming consultant selection for the county transit plan, with the contract to return to the board for approval; and efforts to secure funding for the Sunrise Gateway Corridor, including a $24 million federal BUILD grant application, $12.5 million in Metro regional flex funds, and a separate federal grant application for Rock Creek Junction. For the recovery campus, staff reported a federal earmark and loan requests sent to more than ten banks for the remaining project financing. Housing staff reported 411 units opened since 2025, 419 units in construction, and a 65-unit project seeking a funding award. No contract awards were made during the meeting.

The board approved a public-safety levy quote 5–0 and passed a motion 3–2 directing staff to seek an independent review of the sheriff’s resignation; the review is expected to be external, and staff described obtaining a scope before returning with costs. Commissioners also discussed possible financing and community support for a new jail, including a potential general-obligation bond, but made no funding decision. Staff will examine other jurisdictions’ practices for communications and campaign-related rules, and the board discussed possible future legislative engagement on land-use and childcare barriers.
