The City of Plano’s Willow Bend Redevelopment Advisory Committee held a public Q&A meeting on October 13, 2026. Traffic consultants discussed projected event traffic, parking, neighborhood cut-through traffic, and possible mitigations, including turn-lane and signal changes, event traffic management, and potentially more substantial road improvements. The traffic study’s combined mitigation costs were described as exceeding $1 million, but no total estimate was available; further analysis is planned. The committee also discussed neighborhood monitoring, signage and towing to manage event parking, and evaluating gates and other measures for effectiveness, cost, and upkeep.
City staff outlined potential financing for the redevelopment, including an estimated $700–$900 million in TUR revenues over 30 years, with venue-tax revenues tied to arena debt and a state public finance zone estimate still pending. Officials said special revenue bonds would be payable only from project revenues, without recourse to the city. The city’s $15 million demolition commitment was described as coming from $10 million in the economic development fund and $5 million in hotel-motel tax; conditions include developer-provided visitor-center space rent-free for up to 10 years and local sales-tax sourcing. Infrastructure costs remain undetermined. No procurement solicitation, contract award, or vendor selection was identified. The committee approved the October 8 minutes by voice vote.
