The City of Clermont Community Redevelopment Agency (CRA) considered a proposed implementation-grants program to support the goals of its 2015 redevelopment plan. The program would add $60,000 to the 2027 budget, alongside $100,000 for existing grant programs, and provide up to $5,000 per gathering for eligible costs such as space rental, food and non-alcoholic beverages, speakers, and transportation. Events must include an educational objective and support the redevelopment plan; the city attorney advised that they should be open to the public to ensure a public purpose. CRA staff would administer the program, with an emphasis on reimbursement, though advance grants could also be possible.
After discussion of access for small businesses and residents, limits to prevent one organization from using most of the funds, documentation and internal controls, and reporting, the CRA approved the program by a 7–0 vote. The motion directed that no event be approved beyond September 30, 2027, without returning to the CRA; required the attorney to approve the final program documents in light of members’ comments; and called for quarterly reports identifying applicants, amounts, event dates, and how activities support the plan. Staff will prepare the application and agreements. The board also discussed a November 10 meeting, including a report on the downtown master plan update.
