The City of Roanoke Planning Commission held a public hearing on October 13, 2026, and unanimously voted to recommend approval to City Council of a rezoning for 0 Janette Avenue SW from Recreation and Open Space (ROS) to RM2. The applicant proposed a seven-home cottage court with shared outdoor space and parking; staff said the concept would retain some open space and views, with detailed design review and development approvals still required. Commissioners also discussed porch dimensions and housing affordability. No public construction contract or procurement action was identified.

The commission also unanimously recommended approval of Lawson Company’s rezoning request for three parcels on Franklin Road SW, where the proposal would allow more residential units than the existing MX zoning permits. The applicant described a 21-unit project (15 one-bedroom and six two-bedroom units), estimated one-bedroom rents at about $1,000, and clarified that it was not an affordable-housing project. The commission additionally voted to schedule a public hearing for October 14, 2026, or as soon thereafter as possible, on an amendment to City Plan 2040 to update the Arts and Cultural Plan. No procurement-related spending, contract awards, or vendor selections were identified.
