The City of San Angelo Development Corporation (COSA DC) held its regular meeting on October 14, 2026. The board approved two economic-development incentive agreements. For Global Data Technologies, it authorized the board president to negotiate and execute a $100,000 incentive tied to approximately $500,000 in capital investment, 12 new full-time jobs averaging $65,000 annually, and retention of the company’s San Angelo headquarters and 42 existing employees. For Industrial Gas Masters, the board approved a $30,000 incentive to support the purchase of replacement machine-shop equipment and help retain a 12-employee business; the equipment had already been acquired through financing. Both motions passed. The board also approved the consent agenda, including prior meeting minutes and August financials.

The board discussed proposed refinements to the Chamber of Commerce’s economic-development KPIs and reporting, including clearer definitions and tracking of capital investment and jobs over a three-year period, while continuing to monitor closed projects and longer-term outcomes. No KPI changes were adopted. Discussion of the FY 2027 COSA DC marketing contract was moved to executive session for legal advice, with the item requested for a future agenda; no action was reported after executive session. A comprehensive-plan workshop and community outreach activities were also announced.
