The City of Nampa Planning and Zoning Commission’s regular meeting on October 13, 2026, included three public-hearing items. The commission approved a conditional use permit 7–0 for an in-home daycare serving up to 12 children. It recommended approval 7–0 of the Resting Rock annexation, RS-6 planned unit development, and preliminary plat for 151 homes, with an ITD-requested condition requiring the developer to enter a mitigation agreement and pay its proportionate share of improvements at Franklin Road and Highway 2026. The applicant estimated project infrastructure costs of approximately $700,000 for water lines, $770,000 for sewer, $800,000 for public roadways, and $500,000 for off-site improvements; contributions to the ITD mitigation fund would be separate and were not quantified. The commission also recommended approval 7–0 of annexation and RS-6 zoning for Midway Sports Park, contingent on City Council approval of the adjacent Lone Star annexation on October 19.
Regarding park project procurement, the Parks and Recreation director reported that the contractor for the softball-field completion project had been terminated. The city planned to issue an RFQ, with the next contractor-selection process expected to begin as early as November, covering the remaining park phases. The commission was told that the construction project would proceed regardless of annexation, while city jurisdiction could enable lighting and clarify public-safety response. The commission also tabled approval of a prior meeting’s minutes pending verification of discrepancies; it approved the remaining consent agenda.
