At its October 13, 2026 meeting, the Boulder City Council received Public Works’ annual report on 74 active projects, including 14 under construction and 40 in design. The report covered the community aquatic center, about 90% complete, with Core selected as construction manager at risk; street, utility, ADA, facility, and park improvements; and an ongoing expansion of the automated electric-meter program. The Council approved the consent agenda, which included moving forward with the AMI meters. A $13 million regional flood-control project is proceeding toward bid, with work planned along Avenue G and Adams; staff also said the Wells levy project would go out to bid. The city is awaiting an $850,000 federal appropriation grant for downtown improvements, and pickleball court lighting is being advanced with a $100,000 donation. Staff reported purchasing additional ClearGov budgeting, forecasting, and labor-costing modules, without stating costs.

The City Manager’s strategic-plan update noted that proposals for an RFP for a citywide housing-needs assessment are under review, while an ADA transition-plan consultant is developing a scope and fee. The city is also planning further capital work, including Nevada Way improvements and utility and roadway upgrades. Council appointed Kevin Abbott to the Community Development Advisory Committee; no procurement action was associated with that vote. Other discussion included public safety recognition, financial reporting, strategic-plan progress, and public comments. The main procurement themes were infrastructure projects, grant-supported capital work, and ongoing consultant and software procurements.
