The Bloomington Plan Commission meeting on October 12, 2026, considered zoning-code amendments and two voluntary-annexation zoning recommendations; no procurement activity, contract awards, or spending decisions were identified. The commission voted 5โ0 to forward staff amendments to the Unified Development Ordinance to the Common Council with a favorable recommendation. The amendments included updating accessory-dwelling-unit language to reflect state code, revising cottage-home standards, and removing the annual cap and 150-foot buffer for duplexes, along with changes to triplex and fourplex entrance and design-review rules. The commission did not act on the August and September minutes because of attendance and voting constraints. It also discussed a scheduled special public hearing on House Bill 10001 and affordable housing; the hearing is for public input, with no vote planned.
The commission considered two annexation-related zoning petitions, both with requests to waive the required second hearing. For properties at 222 South Johnson Avenue, staff recommended Mixed-Use Corridor zoning, consistent with adjacent zoning and the areaโs commercial-corridor context; the commission took up a motion to forward the recommendation to the Common Council, but the transcript does not preserve a complete vote result. For the properties near 104 South Johnson Avenue, staff recommended Residential Multifamily zoning to support additional housing near services and transit. After discussion of whether to split the zoning, the commission voted 5โ0 to recommend the proposed zoning and annexation to the Common Council. Staff noted that future development could require sewer-line improvements, but no project or funding authorization was considered.
