The City of SeaTac held a council study session on October 13, 2026. Council reviewed Agenda Bill 6984, an ordinance adopting roadway design and construction guidelines and related municipal code amendments. The proposed standards would update frontage and private-access-road requirements, including wider access and pedestrian features for some denser developments, and clarify when existing access roads must be upgraded. Staff requested referral to the October 27 regular council meeting as a consent item with a recommendation for approval; no adoption vote occurred during the study session.

Council also discussed Agenda Bill 7018, a proposed increase in the business and occupation tax rate from 0.2% to 0.366% for applicable classifications, while retaining the 0.2% rate for retail. The proposed revenue would support International Village debt service and upkeep, approximately $300,000 per year in tax administration and collection costs, and a one-time $2 million anti-displacement allocation. Council discussed how to handle revenue above projections and the uncertainty in forecasts; staff suggested developing a graduated set-aside approach through the city’s financial policies after collection data becomes available. Staff requested referral to the November 10 regular council meeting. No tax ordinance vote or procurement award was taken.
