The City of Madison Finance Committee continued its October 12 meeting on October 13, 2026, with agency briefings on the 2027 executive operating budget. The committee unanimously referred the budget to the Common Council’s October 20 meeting for a public hearing. Procurement- and spending-related items included IT’s projected $580,000 (8.3%) increase in software and cloud-service costs, a $24,000 increase for fiber-lateral locating services, and a $50,000 reduction in PCI-compliance scanning costs shifted to Finance. The Library reported about $715,000 in added costs associated largely with annualizing Imagination Center positions and related contracts and services. Metro presented a proposed $92 million budget and said it expects to issue an RFP for paratransit service, with a new contract beginning July 1, 2027. Parking described planned garage capital work, including Overture Garage electrical upgrades and State Street Garage elevator modernization; it also expects to hire a consultant to help prepare the regional bus terminal for opening. Planning reported about $30,000 in additional federal support for regional transportation planning and plans to bring its neighborhood-indicators work in-house, reducing a related contract by about $35,000. Community Development said $700,000 in CDBG revolving-loan revenue will be redirected from small-business assistance to housing-rehabilitation loans after the current administrator opted not to continue amid federal compliance requirements; a separate RFP process for adult-employment funding was underway, with recommendations expected in the next month or two.
In closed session, the committee unanimously approved the purchase-and-sale agreement with JW Young Seed Company for the City’s acquisition of 1313 Northport Drive, along with a lease to the company after acquisition; no purchase amount was stated in the transcript. The committee referred the proposed $2,265,000 acquisition of 4484 Robertson Road (Legistar 95138) to its October 26 meeting for another closed session and gave staff negotiation instructions; the acquisition was not approved at this meeting. Other budget actions included Public Health’s proposal to eliminate seven vacant positions while adding two violence-prevention positions in the executive budget, and a $125,000 City match for a grant supporting older-adult services. No other contract awards were identified in the agency briefings.
