The Tax Increment Reinvestment Zone No. 1 Board of the City of Laredo, Texas, met on October 13, 2026. KCI Technologies reported that the Iturbide street improvements were substantially complete, with final coordination and electrical inspection still pending before City acceptance. The wayfinding-sign manufacturer expected to finish production by November 6, with installation to follow; the board also discussed the upcoming mural update. The board approved KCI Technologies’ invoices, subject to compliance with purchase-order thresholds; the invoice amounts were not stated. No new contract award was made. Members discussed who will maintain landscaping, irrigation, and other downtown improvements, and suggested bringing a maintenance bid back for discussion at a future meeting; no action was taken on that item.

Laredo Main Street presented a downtown Iturbide banner proposal, seeking $15,000 for the first year and $18,000 for each of the following two years. The proposal would begin with nine banners, with a goal of covering 13, and included design, printing, installation, and maintenance. The board did not approve funding or authorize design work; staff will check available balances, and Main Street was asked to provide information on alternate funding, potentially including a 50% match, at the next meeting. Members also discussed improving coordination among downtown organizations and City departments around maintenance and future improvements, but took no formal action to establish a working group.
