The City of Kankakee Budget Committee reviewed the September 2026 financial statements at its October 14, 2026 meeting. The controller reported revenues at about 55% of the annual budget and noted a $100,000 grant to offset costs from the completed Hobby Avenue paving project. Members also reviewed capital spending for road work, including approximately $1.2 million from Motor Fuel Tax funds and roughly $2.5 million authorized through capital funds. No contract award or procurement vote was taken. The committee discussed a possible $75,000 neighborhood-stabilization allocation for demolition of the former Salvation Army building if rehabilitation proposals do not come forward; the city plans to invite proposals before deciding whether to demolish it, potentially using a third-party contractor.
Members also discussed funding for a residential camera program, with $2,200 reportedly remaining in an ARPA account and staff to check other possible funding sources and report back. On street lighting, the mayor said the city would seek updated cost estimates and debt-service information; prior estimates included more than $1 million for lighting on Hobby Avenue, and no funding decision was made. The mayor reported about $4,745 in airfare already spent for a six-person sister-city delegation, with total city costs estimated at roughly $6,000, including flag mounting and shipping; transportation costs were still being determined. The only motion was to adjourn.
