# Scott County Board Workshop October 13th, 2026

**Body:** Scott County

At its October 13, 2026 workshop, the Scott County Board reviewed preliminary concepts for converting the Blakeley Glass Park Reserve acquisition master plan into a development plan. Staff described possible trails, camping, archery, disc golf, horseback riding, river access, and restoration, while noting that the concepts remain early and require further analysis and community engagement. Updating the plan could make the park eligible for regional funding; no project award, procurement, or spending approval was made. Staff will meet with cities and townships in November, and commissioners requested additional information on land impacts, acreage needs, costs, and community feedback.

The Board also discussed proposed changes to scoring criteria for a regional transportation funding solicitation, including concerns that the revised definition of “nearby communities” may not address the county’s earlier concerns. Commissioners discussed preparing a letter and talking points for upcoming advisory-board meetings; no formal vote was recorded. In a preliminary 2027 budget and capital-planning review, staff covered fund balances, restricted revenues, debt, and planned capital needs. They noted that a highway-maintenance position had been redirected toward purchasing a tow plow and advancing a truck, and described future facility improvements that may use debt-service savings as debt rolls off after 2027. The final levy, CIP, and budget are scheduled for adoption on December 15; no budget adoption or contract award occurred at this workshop.
