Pittsburgh City Council held a public hearing on October 13, 2026, on Bill 834, an ordinance amending the City’s Zoning Code as part of Phase One of the mayor’s permitting-reform executive order. City Planning staff described proposed code cleanups, including removing obsolete or redundant provisions, clarifying street-tree requirements, and revising development standards intended to support housing and economic development. Changes include reducing open-space requirements in a portion of downtown, removing redundant floor-area-ratio and stories-based height limits while retaining height limits in feet, adjusting height allowances in urban neighborhood commercial districts, and simplifying residential-compatibility setback and height standards. Staff said later phases would include a broader zoning-district overhaul and a regular process for updating the code.

One speaker supported the changes as a way to streamline housing construction; another raised concerns about reduced protections near homes, removal of the unmapped view-protection overlay, and the future of Grand View Public Realm protections, calling for neighborhood consultation and further analysis. No procurement activity, spending decision, motion, or vote was identified; the hearing adjourned after testimony.
