The City of Louisville City Council’s special meeting on October 13, 2026, included a joint discussion with the Open Space Advisory Board (OSAP) and a follow-up on citywide events and contracts. OSAP identified 8,600 Baseline as a high-priority potential open-space acquisition and urged coordination with Lafayette and Boulder County; no acquisition or funding commitment was made. Council discussed the open-space acquisition fund, which currently receives 30% of the dedicated tax, and emphasized that acquisition priorities should inform future opportunities, including grants or intergovernmental partnerships. The board also supported development of RFPs and discussed planning for trails and restoration of the 147 acres of open space at Red Tail Ridge; staff said the long-range and trails plans were expected to come to the board in November. No procurement awards or spending votes occurred during this discussion.

Staff reported approximately $340,000 in annual city and city-sponsored event spending, a $68,500 contribution to the Chamber covering more than its signature events, about $47,000 in police staffing costs, and a $539 permitted-event application fee, which is waived for partner events. Council supported staff discretion to limit events when safety or staffing capacity requires it, asked staff to track Public Works event costs and research recovering some costs—potentially through differentiated permit fees—and supported correcting police billing rates in 2027. Council also discussed maintaining support for city-run events while evaluating their costs and economic and community benefits. Separately, staff clarified that the city’s previously directed contribution to Superior’s Marshall Fire memorial is $25,000; the memorial’s estimated total cost of about $3 million was discussed as background.
