Mecklenburg County Board of Commissioners meeting, October 13, 2026: Staff presented a proposed FY2028 Community Service Grant (CSG) process. The competitive program would offer grants of $50,000–$500,000 for one or two years, with a preliminary funding estimate of $5 million—about 5% of available General Fund balance—and require alignment with specified County scorecard goals. Staff outlined an application schedule beginning October 29, with applications due November 25. The County Manager cited budget uncertainty, including potential SNAP-related costs, tax-revenue concerns, and pending legislation that could constrain contracting. Commissioners expressed differing views: several favored continuing the pause, while others supported restarting or continuing grants with tighter targeting and safeguards. No vote or final decision on the grant process was recorded; staff sought Board feedback. Commissioners also requested information about long-standing funded organizations and their funding levels. Separately, staff were directed to have the County’s financial advisor draft a proposal to assess Discovery Place Museum’s capacity to take on additional debt; no borrowing or contract award was approved.
The Board also received a veterans’ needs assessment presentation and a briefing on required revisions to private drinking-water-well rules following North Carolina HB 376. The rule changes would limit County authority over well permitting while retaining certain testing requirements; staff anticipated a Board of Health vote at a November meeting. No other procurement awards or spending approvals were identified.
