The City of Virginia Beach City Council Special Formal Meeting on October 13, 2026, included review of a draft legislative agenda for the 2027 Virginia General Assembly session. The agenda will go to public hearing on October 27 and is scheduled for council adoption on November 10; council policy requires a two-thirds vote for agenda items. Proposals included increased state funding for affordable housing, education, public safety, stormwater and flood preparedness, support for multimodal transportation, and a request to let localities seek voter approval for a 1% sales-tax increase that could fund both school construction and flood-resiliency projects. Council members suggested additional agenda items, including a mature-tree stormwater credit and a blue-line charter amendment; no adoption vote was taken at this meeting.

On capital work, council discussed the Pungo Ferry Road project, an important southern evacuation route: it is expected to go out to bid within 90 days, with bids anticipated next spring. Staff said the project has a funding gap and may require a budget adjustment; local bond referendum funding for it was reduced from $11 million to $5 million after funds were redirected to other projects. The city reported meeting its obligation deadline for a federal PROTECT grant, while awaiting confirmation that federal funds will be available. No contract award or purchasing approval occurred. The meeting also included an informational presentation on the city’s agricultural programs, including the Agricultural Reserve Program, which has 11,358 acres enrolled.
