At the Miami-Dade BCC Safety & Health Committee meeting on October 14, 2026 (the meeting title references 10.13.2026), members considered a renewal of the Medical Priority Consultants ProQA emergency-call triage software, used by MDSO 911 call takers and supporting MDFR responses. The existing arrangement was due to expire December 31. Staff said the county has used the solution since 1998, considers its maintenance proprietary, and estimated replacement would cost $5–6 million. Members questioned the lack of competitive market testing, the late presentation of the item, and whether ProQA would integrate with the county’s planned Hexagon computer-aided dispatch system, expected in approximately 18–24 months; the current system is Motorola. Staff supported renewal, citing operational continuity and implementation risks, while commissioners emphasized the need to assess alternatives and system interoperability.
The committee voted in favor of an amendment changing the proposed five-year contract with a two-year renewal option to a two-year contract with a one-year renewal option. The county attorney noted that the change requires the vendor’s agreement, so execution on those terms is not guaranteed. Commissioners also called for earlier preparation of future legacy-contract decisions; Commissioner Lopez said she was working on legislation that would require two years’ notice before such contracts expire, but no such policy was adopted in this discussion.
