The October 5, 2026, regular meeting of the City of West Chicago City Council included a 2027 Capital Improvement Plan (CIP) workshop focused on roads, municipal facilities, and public works equipment. Staff estimated about $70.3 million in CIP revenues over five years, including nearly $10 million in secured grants and approximately $11.4 million in expected bond proceeds, against about $83.6 million in projected expenses. Planned work includes resurfacing 23.6 miles of streets, industrial-road reconstruction, downtown improvements, and traffic-signal work. The industrial-road program is expected to use bond issuances of about $6.3 million in 2027 and $5.2 million in 2028, with repayment tied to the 2024 home real estate tax increase.

Facility plans discussed included City Hall rooftop-unit and building-automation upgrades, continued museum renovations (including roughly $860,000 for a second phase), and a delayed public-works underground-storage-tank leak project. Staff said that project had already been awarded but remained stalled while the extent of the leak and remediation needs are assessed, and it would be carried into 2027. Council members discussed potential public-works storage and facility options, standalone bike-path and streetlight projects, and asked staff to estimate operational costs associated with current storage arrangements and explore industrial users’ contributions to industrial-road maintenance. The workshop sought council direction; no new procurement awards, spending approvals, or related votes were recorded.
