The City of Oregon City Commission work session on October 13, 2026, included updates on the End of the Oregon Trail site and a proposed aquatic and recreation center. Staff reported that Scott Edwards Architects had been selected through a consultant selection process to lead the planning, with specialist subcontractors supporting the projects. The concepts remain preliminary: the aquatic center options range from about 37,500–38,700 square feet to 65,300 square feet, and the larger concept assumes a potential site offered by Clackamas Community College. Staff said cost estimates and operational assessments are forthcoming; Echo Northwest has been engaged to assess operating costs, event pricing, and comparable sites. No contract award, project budget, spending vote, or other procurement approval was made at the session. Commissioners discussed accessibility, site use, event capacity, partnerships, and the need to consider future funding and possible voter support.

The commission also reviewed a draft policy for downtown special-event street closures. Staff proposed a 30-day notice to affected businesses, commission review of new or nontraditional events, and spacing between events; commissioners discussed review criteria, alternative venues, and how established events would be treated. The work session produced no formal vote or final policy decision. No procurement activity related to street closures was identified; the policy, if adopted, could affect event organizers seeking to use downtown streets.
