The Zephyrhills City Council meeting on October 12, 2026, included several infrastructure and purchasing matters. The council approved the remaining consent agenda, including a sidewalk construction agreement; staff said a pre-construction meeting would establish the start date and trigger the 180-day contract period, and agreed to provide project updates through the city’s capital-project portal. Council also discussed renewing the Ferguson Waterworks agreement for Neptune meters and related supplies. The larger meter-replacement effort involves 3,500 meters, with approximately $1.2 million budgeted for meters this fiscal year and a tentative installation start around January 18; members requested regular progress updates. Separately, the council approved a Jones Edmunds task order for a wastewater-treatment-plant model update and evaluation, intended to assess treatment needs as industrial users come online; no task-order amount was stated.
The East Pasco Cultural Arts Center project update reported that Main Street had selected a demolition contractor through an RFP process, with demolition and stabilization estimated at about $225,000; the project is supported by $2.5 million in state appropriations, of which approximately $728,942 had been expended. The meeting also addressed the stormwater assessment, with staff and council discussing possible future credits and a hardship-claim process, but no decision was made. A resolution to reinstate a utility credit/debit-card convenience fee of 3.65% or at least $2.50 passed 4–1, effective December 7, 2026.
