🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The October 13, 2026 Modesto City Council meeting approved its consent calendar 6–0, including a $39,650 amendment to Mark Thomas & Company’s agreement for Virginia Quarter Phase 7 construction documentation and support; water-system and water-rate studies with West Yost ($93,885) and Bardo Wells Associates ($219,588); and a five-year, up-to-$35,460 agreement for after-hours phone-answering services. The calendar also included acceptance of completed water-main work and release of $2,722,843 in payments, a highway-safety grant application, and acceptance of a $4,495,735 Proposition 64 public health and safety grant. Council separately discussed a recommended five-year on-call vegetation-management contract with Grover, the lowest responsive bidder among eight, with a proposed not-to-exceed value of $1.4 million; the transcript does not show the final vote on that item.

Council approved a five-year Permanent Local Housing Allocation plan for $4,254,350 and appropriated $680,696 for year six and $729,126 for year seven. It also considered a resolution to reimburse eligible Tivoli Community Facilities District costs from future tax-exempt bonds, anticipated at approximately $23 million; the transcript captures the start of the roll call but not its completion. On public safety, council passed the first reading, 6–0, of an ordinance regulating bicycles, e-bikes, and other electric conveyances, including enforcement and impound provisions. Public commenters also raised pedestrian and school-zone safety and requested changes to rules affecting pop-up businesses; no action on those requests is shown.
